I've discovered that there's general-purpose relocatable binary
support in the works for gnulib.  It looks like it's basically
what we need, so I've offered to help out with hacking together
the last few pieces.  I think that this is, in the end, a better
solution than special-purpose code for PSPP.

I understand that relocate includes the absolute prefixes into the
final exe, which seems a little ugly. Still it would be cool to have
relocation on linux as well, and relocate seems to be the way to do
it.

I'll leave this in your capable hands then, and instead think about
writing a script to generate a proper windows installer.
