Here's what Open vSwitch does in debian/rules:

ifeq (,$(filter nocheck,$(DEB_BUILD_OPTIONS)))
        if $(MAKE) -C _debian check TESTSUITEFLAGS='$(PARALLEL)'; then :; \
        else \
                cat _debian/tests/testsuite.log; \
                exit 1; \

(OVS does its build in a subdirectory called _debian.)
