There is a test build targeted at 32bit windows platforms here:

However, this is an unreleased snapshot primarily intended for testing.

General information about obtaining/installing PSPP is to be found at
https://www.gnu.org/software/pspp/get.html

In general it's better to build your own from the source.  Instructions
for doing so can be found here:
https://git.savannah.gnu.org/cgit/pspp.git/plain/INSTALL

Since you are using Windows, you should also be aware of some special
information about that system: 
https://www.gnu.org/software/pspp/faq.html#NonFreeOS
