[PATCH v8 10/40] accel/hax: Implement AccelOpsClass::has_work()

[Philippe Mathieu-Daudé]

Since there is no specific HAX handling for cpu_has_work() in
cpu_thread_is_idle(), implement HAX has_work() handler as a
simple 'return false' code.
