[RP] snprintf + vsnprintf implementation & stuff

Hello folks!

I've been poking around for a good snprintf/vsnprintf implementation
for systems which do not have them (like DEC OSF1 :). Unfortunately, I
didn't find anything that at least doesn't look like something typed
by a dyslexic monkey on crack. So, I selected the one that looked the
best, and modified the build-system to compile it in if libc doesn't
have it.

Since I don't have a system which doesn't implement vsnprintf, I could
reliably test it. Anyone out there, who can test this, please do so.
