Yes, having a window-list per screen (and a "go to next screen"
command) is reasonable.  (Not "other" screen, at least not by itself;
though two screens is common, three is also common, and one can
certainly *do* more than that.)

Note however that some of the new X4 stuff (xinerama in particular)
allows you to treat multiple screens as views into the same virtual
space, and in that mode you *can* move windows across.  (Keith Packard
and Jim Gettys have been *busy* again :-)  So I wouldn't preclude that
model, although it might be a while before it shows up everywhere that
matters. 

Note also that a common use of multi-screens is to have mostly-fixed
configurations in the alternate ones, with scrolling logs or whatever,
while focus stays in the primary screen.  (And don't forget that emacs
(as far back the X10 version :-) can open windows on multiple
displays, so you can do things like having your source open on one
screen, but m-x compile sends the compile output to one of the others...)
