Follow-up Comment #3, bug #61803 (project reproduce):
This happened because Raul used the '--all-highlevel' option.
I also regularly use this option. But, during the testing of R packages, since
I wanted to test them independently of all the other high-level software, I
didn't actually use '--all-highlevel', but just manually activated the R
packages in 'TARGETS.conf', so I missed this bug.
Raul's fix was indeed very good ;-)!
