Another small piece in the puzzle:

menu.txt is parsed as php code, and was using the short-hand "<?" instead of 
"<?php".
The rendered text appears on the bottom-left menu bar
(where today's savannah says "GNU Project",  "Free Software Foundation" and 
"Related Forges").


frontend0's php5 is configured to ignore those:

  $ grep -n short_open /etc/php5/apache2/php.ini 
  161:; short_open_tag
  212:short_open_tag = Off

For now I changed the menu.txt instead of changing php5's configuration.

The production file is here:

    /etc/savane/content/gnu-content/menu.txt

which is set in here:

    # grep incdir /etc/savane/.savane.conf.php 
    $sys_incdir="/etc/savane/content/gnu-content";
