Just go to savannah.gnu.org and register as a new user.

If you already have an account in the GNU machines, you can log in
using your kerberos password, but I would suggest that you change it
immediately so both passwords are different.  If you don't have an
account in the GNU machines, then just ignore this paragraph.

Once you have the project approved let us (address@hidden) so
we set up the mailing lists manually, right now there is no automated
way to do it (we are working on that).
