I have just fixed this problem. If you now try to access
  http://savannah.gnu.org/cgi-bin/viewcvs/emacs/emacs/

You will get a message telling that you cannot access it because it is
protected.

I also solved another problem: if a directory contains broken sumbolic links,
they willl be ignored by viewcvs, instead of crashing as in the original
version of viewcvs.
