I guess your meaning of 'currently' is out of date: 
annotations have been implemented in viewcvs v0.7, in the 
file cgi/granny.cgi.

Annotations are not currently implemented in viewcvs, and 
even if they were, they would require granting permission 
to modify the CVSROOT/history files, which we might not 
want to do.
I have deactivated the annotation links in the pages 
displayed by viewcvs.
