You'll find all the necessary pointer in savannah.gnu.org/savannah.html
Although this document is not very well written, it's supposed to contain all
bits to manage Savannah. If you don't find them here, please ask and/or
update.
The sources are in /subversions/sourceforge/src/savannah/www.
This is a CVS checkout that should not be modified. Checkout on your
machine, commit and cvs update at this location. For test purposes you
can play with the files, however.

Nobody cared to deal with it. The whole thing should be replaced
by phpGroupWare because there is virtually noone to maintain the sourceforge
code base.
