It's not unheard of to make something officially GNU before it is written.
However, this is usually done when a long-time GNU hacker who's maintained
other GNU programs before wants to start a new project.
So, in this case, I think your idea to wait makes the most sense. In the
meantime, feel free to continue to use savannah for your work, and I ask
the savannah-hackers to flag you as a non-GNU program for now.
Write this address when you are ready to have the evaluation done.
