[Savannah-hackers] theme

This now a theme system available.

To the contrary of my plan, it use cookies, and not SQL.
There is a partial SQL support (SQL field exist, it's updated when a 
user set his theme).

but it works !

To create a theme, we just need to add a theme_name.css file in www/css 
and the images (copyng transparent.theme/* to theme_name.theme/* ...)
I'll update the admin documentation
