[Savannah-hackers] alter db

to include the "file release system" as the others system in savannah, 
I've added a field in groups

i've done a     alter table groups add use_file char(3) default '0';


Project will just have to set this to 1 to get the file release 
working. If set to 0, the link
http://savannah.gnu.org/files/?group_id=$group_id will be a direct 
redirect (with the PHP header function, no javascript nor HTML stuff 
here) to http://freesoftware.fsf.org/download/$project (or ftp.gnu.org 
if GNU)
