I think that the better way is to write to your Sys Admin saying that his firewall policies creates you troubles.

Have you tried exactly this (on cvs page) :
Firewall workaround

People living behind a fascist firewall can use the port 443 (https) to access the CVS tree with the :pserver: or :gserver: methods. cvs -d ...subversions.gnu.org:443/cvsroot... Since shell accounts permit to do many things on savannah (remove some files), the better solution should to permit users behind "fascist" firewall to access to the CVS with another port than to create account for any user in this case.

Loic (or Jaime...) will give you a clearer answer.
