    Hum, this is a mistake, s/free/open/

Ok, but please don't say yes unless they provide a reason
which is good *in our terms*.

One reason which we should accept is when they are moving an existing
project and propose to keep the name unchanged.  In that case, we
should suggest changing "open" to "free", but if they feel it is
important to keep the old name, we should agree to keep the old name.
