Description:
Submail is a fast, versatile and reliable web-based electronic mail system 
coded in the C programming language. It is designed from the ground up to 
minimize database and file access and be extremely scalable. 

It does exist, but the source was not released until the Savannah project page 
for Submail was/is created.  A live copy of the code (free for sign-ups) can be 
found at http://www.submail.net/
