I personally find this kind of projects very very
interesting (and important).

But this would be a too weird exception. And the problem
with exception is the fact that it's generally arbitrary.
Too much for me.

So I do not think, according to the current Savannah policy,
we can accept this project. A good idea would be to setting
up a GNU Savannah system on another server and run a project
dedicated to this. It's something I would like to see. But I
think it should be part of a governmental decision to work
for long.

A similar ressource:

I personally do not know any good ressource like this. Many
of them are ran by book's editors (that unfortunately
prefers spending money in crappy so called ebusiness than
publishing research), with content absolutely not free.

So I cannot help you. Anyway, maybe there are other place
with people more aware than me. Try
http://www.gnu-friends.org (hope I spelled it correctly) for
example.
Check also the http://www.gnu.org news, I rode something
about a public library of science, a few month ago.

I am trying to get a project I call the Free
Curriculum Project (http://hutnick.com/fcp/) off the
ground. In the near term it will amount to a bunch of
High School level course materials distributed under
the terms of the GNU FDL.

Savannah's CVS and mailing list capabilites would be a
huge help, but I understand that this falls outside of
what is normally accepted as a Savannah project.

How can I go about seeking an exception? Or is that
not really possible? Can you point me to a similar
resoruce that is more appropriate for this type of
project?

Thanks,
Peter
