We have a proposal that would clarify your licensing scheme.

You want to add a special exceptions--provided that it is clear people
can remove the special exceptions from modified versions of the
program. 

So we suggest you to add the following:

      If you modify this library, you may extend
    this exception to your version of the library, but you are not
    obligated to do so.  If you do not wish to do so, delete this
    exception statement from your version.
