did you 'export CVS_RSH=ssh'?

The FAQ page on putting files in the download are says

chmod. A typical usage would be:
 sftp -1 address@hidden:/upload/myproject
 Connecting to savannah.nongnu.org...
 Changing to: /myproject  

So I try:
[qsg4:~/Public] billn% sftp -1  address@hidden:/upload/swarm
Connecting to savannah.nongnu.org...
You tried to execute: `/usr/local/bin/cvssh -c /usr/libexec/sftp-server'.
Sorry, you are only allowed to execute : 
CVS_RSH=ssh cvs commands
rsync from /cvsroot or /upload.
rsync to /upload.
sftp to and from /upload.
Connection closed

I am confused.  The error message says I can use sftp to and from the /upload 
but it refuses me when I try.
