This also does not work for me, and there now appears to be
a worse problem (can anyone reproduce this?):

address@hidden:~$ export CVS_RSH=ssh 
address@hidden:~$ sftp -1 address@hidden:/upload/swarm
Connecting to savannah.nongnu.org...
bash: /usr/libexec/sftp-server: No such file or directory
Connection closed

It's not finding the sftp server /usr/libexec/sftp-server at
all.  There have been problems with sftp for sometime, but
from this support request:

it appears that the admins haven't been able to fix it.  It
would be better to update and/or remove the FAQ about sftp
support, if indeed it is known not to work, rather than
simply close the support request about it.

Hi, I'm sorry but I cannot find the problem...
Here my sftp works.  Did you try using another host?

If sftp doesn't work, try to use scp
