        Hi,

        I was not able to find license notices in the sources of
phpquote. A program released under the GNU GPL should follow the
instructions at the end of the GNU GPL itself.  Including the text of
the GNU GPL and refering to it in the README the distribution are
hints that the whole program is released under the GNU GPL but it
should be more explicit.

        Could you please do that and submit your project again ?
