[Savannah-hackers] who to send source code for a tunneling project?

Hello there,

I have working code that does tunneling (like ssl for
the  browser), written in pure python.

I'd like to make it a tunneling project called
pytunnel. And for it to be under the open source
license python is licensed with. I do not have a url
but I can mail you the code.

What do I need to do to get this project started?
