We noticed that strange behavior. I suppose that noone  
ever try to set someone as technician before.  
  
It is something hi work on currently: technicians will be  
allowed to change all fields but the  
priority/status/assigned_to fields (only trackers managers 
should be able to change that - manager is a replacement 
name for the confusing "admin" name, which is currently 
shown in the permission configuration page)

When a member has "Tech Only" permission for bugs, the

user does not get the privileges to alter the bugs. 

This is the desired behaviour.



However the do not even have access to alter bugs that

they are assigned.  I would think this is important, as

otherwise there is little value in having "Tech Only".  



This may be the desired functionality on savannah, but

I would like it to be different.  So when a "Tech Only"

user is assigned a bug, they have privileges to change

it, until such a time as it's not assigned to them

anymore.  But still not have any access to bugs that

are not assigned to them.
