Summary:  error when accessing admin area

Original Submission:  I am an admin of the CLISP project.
when I click on "Files Admin" 
(<https://savannah.gnu.org/files/admin/?group=clisp>)
in <https://savannah.gnu.org/project/admin/?group=clisp>
I get an error:
"Forbidden
You don't have permission to access /files/admin/ on this server."
I am an admin, so I should have the permission!

File administration is currently disabled. We are porting the interface to the 
new upload procedure (check
