[Savannah-hackers] Upload/download dirs not being created?

Hello,

Can anyone explain why upload/download directories aren't being created on 
Savannah for new groups?  I submitted a test project `testytest' last night, 
and everything is working ([web]cvs checkouts/commits) but this.

I manually created

  /savannah/download/testytest

and

  /home/upload/incoming/savannah/testytest

with the correct ownership and permissions, and checked that my key is correct 
in /home/gatekpr/projects/testytest/pubring.gpg.  Is there something I've 
missed?

PS- I have added a new function create_upload() to sv_groups to create the 
upload directory.
