[Savannah-hackers] Hack on shadow to allow user/group names to begin with numbers

Hello,

I'm thinking about properly working on getting shadow to accept The kind
of user/group names we need to cater for.  From what I can remember we
need support for names to be able to begin with a number and also be
longer that 12 characters (which seems to be the max with the version on
Savannah).

It shouldn't take too long..  What do you think?
