Please register your project again in English, which is the only
language that all the Savannah team understand.

Moreover, being a French speaker myself, I could start reviewing your
project:

Your project is released under the GNU GPL, but uses the Auth and DB
Pear libraries, that are released under the PHP License.

The PHP License is unfortunately incompatible with the GNU GPL, and
thus your program cannot use Auth and DB.

The PHP Licence, however, is pretty close to the modified BSD license,
which is also accepted by the Pear project. The LGPL would also be
fine. You could contact the copyright holders of Auth and DB and asks
them to relicense or dual-license their work under the modified BSD
license, or the GNU Lesser General Public License.

Please register your project once more with the changes
mentioned above.
