To host your project on Savannah, we require that your code base follows your license choice, as to prevent any legal issues in the near future. The "How to Apply These Terms to Your New Programs" are not suggestions; they are required for a project to be correctly licensed. Having COPYING is not enough, since it doesn't specify which files are covered under the GPL, it would make other GPL projects unable to use your code for legal reasons. The GNU Maintainers Guide (http://www.gnu.org/prep/maintain/) has good information on the subject of licensing, and how to apply it your projects. BTW, the link was broken, but I did get the attachment.
