Sorry for the long delay.
The repositories have been created.

They can be accessed like so:

Anonymous git access:
  git clone git://git.sv.gnu.org/gnustep/gnustep-steptalk.git

Read/Write Access:
  git clone <user>@git.sv.gnu.org:/srv/git/gnustep/gnustep-steptalk.git

Web Access:
  http://git.sv.gnu.org/cgit/gnustep/gnustep-steptalk.git
  http://git.sv.gnu.org/gitweb/?p=gnustep/gnustep-steptalk.git
