Follow-up Comment #3, task #9173 (project administration):

Please include a /COPYING text file with the full license.
We have some objections to distributing Windows exe files, especially if they
are not bundled with license and source.
Note that every feature your program offers on the Windows platform must also
work on at least one free operating system.
