Follow-up Comment #4, task #9173 (project administration):

There are many source files which do have a license note but no copyright
line. It just says "By Martin".
Copyright lines should have the format:

Copyright (C) Year1, Year2 Name <email>   
Please ask Martin if you can add such lines on his behalf.

Finally, please write an explicit copyright&lice text file for the icons and
put it in the folders where the images are.

If these issues are resolved, your project should be ready for approval.
