Hello,

first, thank you for offering me to address my concerns.

I understand that it would be difficult or even impossible to upgrade the
license if every copyright holder has to be asked. Nevertheless, I do not want
to dual-license my project under a license which I actually do not know.

Though, I might like a license to be upgradable to address new problems like
extending license compatibilities. Would it be possible to write a clause
which requires more than 50% of the copyright holders to vote for an upgrade
while a copyright holder which does not reply for a given time would
automatically vote
against an upgrade? These votes, of course, would have to be done for every
single file with its different combination of copyright holders. But what if
someone does trivial changes to just get a copyright entry with the only
intention to succeed the vote?

BTW, is the 'or any later version' clause required for hosting on Savannah?
