I assume that you agreed to follow GNU policies. I expect
that you follow Information for Maintainers of GNU software
<https://www.gnu.org/prep/maintain/html_node/License-Notices.html>.

It says, "Every nontrivial file needs a license notice as well as the
copyright notice. (Without a license notice giving permission to copy
and change the file, the file is non-free.)". It seems to me that
the documentation is very clear and detailed.  Didn't you read it?
