Follow-up Comment #13, task #15078 (project administration):

AFAIK, now really *all* files (not generated by gettext such as
po/boldquot.sed, by autoconf such as config.h.in, etc. and not trivial such as
config/clients/emacs.conf) have copyright and licence notices, so please be
more specific.

D'oh, the file was in the upstream repo, but was missing in the Makefile.am
dist rule.

I have fixed that and updated gpl.texi on
http://dept-info.labri.fr/~thibault/tmp/speechd.tgz
