Details:

Documentation page of Silpa is outdated and contains obsolete information. I
got a mail saying there is no bootstrap.py in silpa code and I started
wondering why they are saying  this while checking silpa documetation page I
noticed there commands for installation are using buildout[1] We removed
buildout long back because of bug in it but documentation remained obsolete.
We should update the documentation and also Apache install documents
