Thanks all. I have been sorting my way through this. The present
situation with disunitedstates.com is suboptimal but functional:

I'm accepting hkp requests either at disunitedstates.com or at
sks.disunitedstates.com . I'm doing recon only through
disunitedstates.com . I assume the latter should be changed so that
everything goes to sks.disunitedstates.com but I have other stuff to
deal with right now and I've been having way too much fun (no, I'm not
being sarcastic) with this.

sks.disunitedstates.com is now available on ports 80, 443, and 11371.
Since they're all proxies, the only difference here is that port 443
is secured with SSL. (Yes, I made it through straightening out the
certificates.)
