help with speechd-up please

I have a configuration and compilation failure when installing
speechd-up on this Slackware 9.1 system.  I have previously
successfully installed flite and speech-dispatcher, and the
"basic.test" worked as expected, with pitch and rate changes.
Festival is not installed.

The failure is the inability to locate "libspeechd.h" as first
reported when configuring speechd-up, and then of course it
prevents the "make all" from working.

That file actually is present though, in this location:

/usr/local/src/speech-dispatcher-0.3/src/c/api/libspeechd.h

I have tried to follow the installation steps with care, but I
must have overlooked something. Can you please advise?
