Strange that you can't compile t1lib on Knoppix.
Btw., if apt-get doesn't work out, you could try doing a
wget ftp://ftp.debian.org/debian/pool/main/t/t1lib/t1lib1_1.3.1-1_i386.deb
dpkg -i t1lib1_1.3.1-1_i386.deb
