The same problem occurred with the uhu-linux official cds. You can get 
some cdrom images from ftp.uhulinux.hu, for testing. The cd structure 
used by uhu-linux, is very simple: in the cd root is the Packages(.gz 
too) file, and the packages are in the "packages" directory.
Fortunately, there is a patch fixing the problem for uhu, and probably 
will (or help to) fix for debian too:
