[Synaptic-devel] Change interface columns, more like Outlook 2003

Outlook 2003 used to look like Outlook Express and
Netscape Mail, with the the left column then two rows:

Now it has a new interface:

This makes more sense with Synaptic, since the row
where it says "no package selected" obscurues the
packages you try and scroll through.  It flows better
if Synaptic is made out of columns.
