I am sorry for the late reply; I have been abroad for a week
(I also noticed that you desperately tried to suscribe to texmacs-users,
but you need my confirmation for this :^)

So thanks for your bug report. I forwarded it to the Marciano Siniscalchi,
who made the Cygwin port and to the other TeXmacs developers.

Marciano: are you on the texmacs-dev list?
