Yes, please tell me your suggestions, but hurry up...
I consider the File, Edit, Insert, Text, Paragraph, Document,
View and Go menus as being quite stable. Just notice that

  * The Insert menu might be a bit long, so we might want to split it,
but I do not see any reasonable way to do this.

  * The first entries of the Text menu all start with font;
this is a bit ugly from the visual point of view,
but I could not find a good alternative.
It should be noticed that I might want to use a different scheme
for setting font properties in the future; the properties
      - serifs
      - typewriter (normal, typewriter, proportional)
      - series (light, medium, bold, bold condensed)
      - slant (upright, right, left)
      - italic
      - small-caps
      - height (flat, normal, long)
should in fact be fully orthogonal.

  * In the Document menu, master and mode will change in the future and
some changes may occur in the second group.

  * The second group in View may change a bit.

  * Navigation facilities will be added to Go.

The remaining menus should be consider as unstable. The Help menu will
completely change as soon as the documentation has been fully reorganised.
Many items will be added to the Settings menus; this may necessitate
some reorganizations. In the future, the Settings menu might completely
disappear, because the settings might be entered by browsing "setting pages"
The Tools menu is expected to change a lot as TeXmacs evolves.

Oh, some interesting links:

I remember seeing a similar page for GUI design of M$ applications,
but I don't remember. It might be good to "screen" TeXmacs along
the proposed criteria.
