One more janitorial patch.

Essentially it is an update of the INSTALL document to remove the
references to gencc and to mention that gmake is required for build.
It also introduces a new 'deps' target in the top 'Makefile' for
consistence with the 'src/makefile' and to keep the INSTALL doc
simple.

It also changes 'COPYING' to ask for mails at 'address@hidden'
instead of 'address@hidden'. Actually, I would rather create a
public mailing list on gnu.org for that. Joris, is there a reason for
feedback to be private?
