The procedure is:

Download the latest texmacs source tarball.
Expand the tarball
Apply the patch

wget ftp://ftp.texmacs.org/pub/TeXmacs/targz/TeXmacs-1.0.1.14-src.tar.gz
tar xzf TeXmacs-1.0.1.14-src.tar.gz
cd TeXmacs-1.0.1.14-src
patch -p0 < /path/to/the/patch

Then compile as usual.
