Build xboard on RHEL 8.1 / CentOS 8.1, makeinfo, reqs

Testing build of xboard from source

Download and extract

http://ftp.gnu.org/gnu/xboard/xboard-4.9.1.tar.gz

./configure

FAIL, checking for makeinfo...

near the start

AC_CHECK_PROGS makeinfo

I don't think makeinfo exists on RHEL8 and Centos8, but xboard doesn't seem to need it anyway, as it uses texi2man perl script

I tried commenting out in configure.ac, and the build was able to complete.
