How does the revision locking work, exactly?  That is, what commands implicitly place a lock?  When and how do they get removed?

I think it should be OK to create empty directories in the last
patchlevel directory, with something like "mkdir -p ./++revision-lock/+contents"

There's always such a directory---it just gets moved when you commit
another patch.  I think, anyway.

More generally, allowing multiple people to commit to the same archive
is a bit tricky.
