OK, here is a proposed patch to do that.  I got the copyright dates by
inspecting the gnu.org history for make-stds.texi and make.texinfo.
(I had to inspect content, as there were no ChangeLog entries or RCS
checkin logs.)

This change (or something like it) needs to be installed at gnu.org.
I guess I can install the change in the master copy, but I don't know
how it gets propagated after that.

This change merely adds the notice as a comment, so make-stds.texi
must be included as part of another document which has the GFDL in a
section somewhere.  That is true already for Autoconf.  I will CC:
this message to the GNU make maintainer as a reminder that the GNU
'make' documentation also needs to be put under the GFDL.  (Paul -- I
can help with a patch if you like.)

standards.texi is next on my list of things to do.  As far as I know,
that's the last file that is missing a proper copyright notice in the
autoconf distribution.
