The GCS is talking about a more general issue: whether to use `#if'
versus `if'.  HAVE_FOO is a special case of this, but it's not the
only case.

It might make sense to supplement this with further advice along the
lines that you suggested.  This further advice would be more specific
to autoconf, and belongs more to the autoconf manual.  (There is some
natural overlap between the two manuals, so it's a bit of a gray area
sometimes.)
